A firm protested an Air Force solicitation for follow-on engineering services, contending that the Air Force: (1) unreasonably determined that two other bidders submitted acceptable technical proposals, since only it could perform the required services; and (2) Protest of Air Force Solicitation for International Air Services to consider the transition costs associated with a new contractor and to provide for a cost realism analysis.
